The refund limit counter will reset if you do not order from Uber Eats for 7 days, if you can manage not ordering anything at all for 7 days, and then on day 8 order something hopefully it will be missing and then report it, you should get a refund. But you got to log out of the app for 7 days don't use it not even for rides.
