Try putting the START fuse back in, and taking the ALT-S fuse out and repeat the measurements. With start fuse out, no longer getting the 9 volts on solenoid out. it is zero. Dealer kept the car for 4 days each time and could not find the issue. Car was definitely turned off, all lights off, and keyfob was not left in the car.
