Well, I discovered the cause after half an hour of troubleshooting. Apparently the variable fDefaultFoV= controls the distance of the power armor UI display. I had it mirroring my main FoVs (1st/3rd person), which was 100. Removing it from my Fallout4.ini caused the HUD to scale properly with this fix.

I've modified the files in both my games/fallout4 as well as the game directory program files/modifiablewindowsapps/fallout 4 (PC).
