One assumes that everything that is soloable will remain that way- and stuff that is historically level 60, 70, 80, 85, etc., level caps, will likely all go to the same level of difficulty, as all are pre-BFA are being brought into the same tier of older content. Unless I've dramatically misinterpreted all this.
