On rex it's even worse because you can get a hell of a lot more regen then corpsebloom would allow you to heal. I believe it reduces the cap from 10% to 5%. Lifebloom is the only way to increase it. Basically, it could be useful with aegis / maybe some other fringe scenarios, but overall hurts you.
