Any armor in the game can actually hit the armor cap, between smithing and armor skills. Heavy armor starts kinda slow and bulky, but I tend to make the standing stone that removes armor weight early (and keep it till I can grab the perk that does the same thing). IIRC, heavy armor is on average slightly warmer than light in survival mode.

The good parts about light armor is you spend fewer perks in the tree compared to heavy and you use less stamina and regen stamina at a much faster rate with wind walker. You can also carry multiple sets of light armor for specific situations and not clutter up as much bag space. Best I can think of.
