If it is disabled you should automatically see the cutscenes, if it is enabled you should get a choice before each scene between cutscene or POV. The exception to this is that some scenes are currently POV only, so that could be the issue.
Restart gmod, if it doesn't works, Check file integrity , and if that doesn't work, uninstall SCars or gmod. Or other mods . If scars doesn't work for you, I recommend simfphys.
