Yes the module controls power to the controller. The module sees a ground when you plug in the grill plugs, then it turns on the controller. I would get the wiring diagrams and start looking for missing voltage.

I go out and check the connections, and can hear a "chattering" behind the grill. Eventually the light stops blinking and the plow will start working again.
