Topic, I figured Male Saiyan would be leagues better than Earthling at Ki builds (and they have stronger normals according to the data I read) But the idea of being an earthling that can fight Goku and Beerus sounds pretty satisfying and amusing. Would probably gravitate to more Ki oriented attacks with normals thrown in the mix to set up combos.
Male earthling is a pretty odd choice for a ki blast build, considering they're one of the worst at it. But either way, it depends largely on your combat style. If you like to do a lot of cheesing/spamming, you'd probably want to devote more toward ki. So maybe 125 Basic, 125 Blast, and 125 Ki. There are so many questions about Xenoverse 2 that I want to ask, so I'll narrow it down. First off, I picked the Female Earthling Character (Since they were beginner friendly, for me at least) I'm currently farming the Dragon Balls to relocate my stats.

That being said, male saiyans are right behind them in effectiveness and can hold their own against them without any adversity.
Since I haven't seen a guide on Xenoverse 2, the only thing I can do is assume they are the same as Xenoverse 1.
