Incentives 2&3 are AFTER completing the classes and getting paid for them, you must first work with a client for 40hrs a month for either 1 or 6 months THEN submit for incentive. They want you to use the skills obtained in the program with your client then submit. If not approved, the system won't allow you to submit incentive. two providers already got an email from ihss that they can't submit incentive if the 15 hours have not been approved.
