About the Program HCHA’s Housing Choice Voucher (HCV) Program allows low-income families to rent quality housing in the private market via federal funds provided by the U.S. Department of Housing and Urban Development (HUD). Through the HCV Program, HCHA pays a portion of eligible families’ rent each month. These payments are made directly to the Tier 2. For all other neighborhoods, the City will provide up to $100,000 towards a home purchase. The Homebuyer Choice Program uses these subsidies to significantly reduce the price of a home. The homebuyer contributes what they can afford ($70,000 or higher, depending on income) to the home purchase, usually in the form of a standard mortgage.
