If this is npc specific I was consideering Fang or Logan. and propose, not sure about others, but Fang unfortunately does not. But he has a post-marriage mission with a lot of Fangservice! Some NPCs will do reverse confessions (the equivalent of giving you a heart knot). Others will have reverse proposals (getting engaged).
