When raising in position control, once the control handle gets to a certain point on the quadrant, the lift arms will not stop raising and continue all the way to the fully raised position. They are valves that limit oil flow out of the lift cylinder. I think most if not all 3ph's have two possible oil paths to the cylinder. One path is through the flow control valve and the other is through a ball check valve that is part of the flow-control valve assembly.
