There Is no description nor a matching in game character (keep in mind that this Is not the oly bounty without a character in the game) so a common theory is that Eyegore Is the True butcher in an operation that escalated too much and the manhunt Is Just a cover up.

It makes "sense" if the player wipes out the entire city. Otherwise it just leads to cities basically ALL of them eventually failing. Shop counter is more relate to territories within major factions. Tech hunters shop within territories of those factions, not theirs. This map can guide you where npc would buy from your shop counter as you can see Black Scratch is not within a territory. the secret to any successful shop counter in this game, is to make sure you are selling ...
