Archipelago= Many small islands Island plates= Island ranging in size small or large Small contients=Very Large islands basically. I would say Archipelago or island plates. You need coastline for the navigation school and fetoria (which also needs a luxury or bonus resource). Maybe Island plates would be the best but I would have to try it.
